Ghana’s government has unveiled a revised structure for its civil service ministries through the Civil Service (Ministries) Instrument, 2025.
The updated list introduces changes aimed at addressing emerging challenges and driving innovation.

The restructuring reflects Ghana’s focus on sustainability, digital transformation, and job creation. Notable additions, such as the Ministry of Energy and Green Transition and the Ministry of Communication, Digital Technology, and Innovations, highlight priorities in combating climate change and fostering a digital economy.

The new framework creates 23 ministries, including several that consolidate existing mandates:
- The Ministry of Trade, Agribusiness, and Industry signals a stronger emphasis on agriculture’s role in industrial growth.
- The Ministry of Labour, Jobs, and Employment is tasked with tackling unemployment amidst economic challenges.
- The Ministry of Youth Development and Empowerment underscores the government’s focus on addressing youth concerns.
